Good, fast internet is widely available in Phnom Penh, Siem Reap & Sihanoukville through internet cafes, and many hotels & guesthouses offer services for their guests but are usually more expensive than the internet cafes down the street which are about US$1 per hour. Many places offer wireless access for your own laptop. Local moto or tuk-tuk drivers will happily take you to the nearest internet cafe if asked.
Many internet cafes offer internet phone services, which is a very inexpensive way of calling abroad.
Phone
You can usually find an international phone at your hotel/ guesthouse or at internet cafes. International calls cost between $2 and $3 per minute, and domestic about 600 Riel per minute. When dialing Cambodian phone numbers from within the country, it is necessary to include the leading '0' on the number eg. 0-23-123456, the country code for Cambodia is 855, when dialing from overseas you need to drop the leading '0' and replace it with 855, eg. 855-23-123456.

You can buy phone cards at many outlets for use in the phone boxes, there are no coin-operated phones in Cambodia as there are no coins in circulation, either Riel or USD.
